Jim Moss is a father of five, attorney and education leader. He has a Doctorate in Education from USC and teaches political science at Utah Valley University. He previously served on his local Community Council and the State Charter School Board. He ran for the Board four years ago and for Chair in 2022 to expand parent choice and engagement, support and empower teachers, and  most importantly to help students achieve academic excellence.  He has worked with legislators and stakeholders across the state to advance a constructive, conservative agenda:
 
Academic Excellence:
Revised USBE Mission and Vision to align with Utah Code and emphasize Academic and Organizational Excellence.
 
Parent Rights & Engagement:
Created USBE Parent Engagement Specialist position to address parent hotline complaints, train school leaders in constructive parent engagement.
 
Neutrality In Schools:
Developed new Administrative Rule prohibiting teachers from inviting students to reconsider or change sexual orientation or gender identity, using books that violate Sensitive Materials law, or promoting a partisan or religious position.  Voted to repeal “Educational Equity Rule” and then to replace with “Equal Opportunity Rule,” in line with anti-CRT and DEI bills.
Teacher Flexibility And Support:
Developed bill to establish Master Teacher role outside steps and lanes contract with performance-based responsibility and pay. Revised USBE rule to allow licensing through competency rather than coursework.
 
Student Academic Standards:
Strengthened K-5 Social Studies standards. Obtained pilot exemption from Common Core Math III requirement in Junior year at local High School.
Analyzing and Understanding Successful Utah Schools:
Developed ULEAD (Utah Leading through Effective, Actionable and Dynamic Education), working with Higher Education researchers to analyze and share outstanding performers in Utah schools.
Deregulation:
Chaired Reports and Requirements Task Force – reduced and streamlined regulations, reporting, grant applications and training requirements; reviewed federal mandates for DOE waivers.
Work-Based Learning:
Developing USBE toolkit for remote Work Based Learning and internships to provide access to opportunity for students in rural and urban areas.
 
Improved Stakeholder Collaboration:
Conducted Focus Groups with Legislators and local School Boards to improve collaboration in resolving constituent concerns
